Instead of forcing new, draconian vehicle emission standards on Oregonians, why not take the high road and encourage cleaner cars and fuel? ... As chairman of the House Environment Committee, I heard from all sides of this debate. My conclusion: Incentives to reduce pollution are better than forcing motorists to live with a de facto car tax which won't make cleaner air.
